He's needed, in so many other places. Jack's got so much more he wants to learn about himself. If they go back, Jack might stay, and it's been so long since the Doctor had a companion like himself. Immortal. He misses Romana.

You know the rules, you know what that means.” He knew he was being unreasonable; it had been him who’d kissed Ianto in front of the others earlier, despite them being in work hours, but he didn’t take it back. That’s the problem with feeling unreasonable; it’s very difficult to stop once you’ve started.

Comment: Blucougar's Another World is one of my favorite Torchwood fics to date. There's a lot to this story. It's long, and extremely well written. This fic manages to be both a character piece and to have an exceptional plot - usually stories tend one way or the other. It's also a crossover with Law and Order: Criminal Intent, but don't let that scare you away. The fic strikes a fair balance between the two shows, with perhaps a bit more focus on the Torchwood team. I'm not familiar with the Law and Order fandom, really, but I found it easy to slip into this fic. And of course it's Jack/Ianto, heaped on top of a mighty serving of angst as Jack tries to cope with the fallout from the year that never was, while leading his team and trying to catch a monster. And Ianto's there for him, which is written in a really sweet, believable way.
